Scholarships to Study Abroad in the World’s Best Student Cities
Want to study abroad in one of the world’s best student cities? This year, the top 10 (technically 11, as two are joint) cities in the Best Student Cities ranking are London, Tokyo, Melbourne, Munich, Berlin, Montréal, Paris, Zurich, Sydney, Seoul and Hong Kong (SAR).
If you’re hoping to study in any of these cities, but need funding to do so, look no further. Below is a select list of scholarships for international students in each of these cities, in reverse order (10-1) of how they ranked this year.
Requirements vary for all scholarships, so make sure to read through all information from each scholarship provider before applying.
=10. Scholarships to study in Hong Kong
Hong Kong (SAR) is up two places in this year's Best Student Cities, now sharing joint 10th place with fellow Asian megacity Seoul.
- HKSAR Government Scholarships Fund – Government scholarships for local and non-local students to gain funding to study in Hong Kong at selected institutions, such as the Belt and Road Scholarship for outstanding students from Indonesia, Malaysia, Thailand and Vietnam (it will be expanded in phases to students from other Belt and Road countries).
- Hong Kong PhD Fellowship Scheme (HKPFS) – PhD scholarships for international students to study in Hong Kong at a selected university.

Seoul, one of Asia’s most exciting student cities, shares joint 10th place with Hong Kong (SAR) this year. Seoul is home to 18 institutions ranked within the QS World University Rankings® 2020 as well as a large community of international students. See below for funding opportunities.

- KFAS International Scholar Exchange Fellowship (ISEF) – 50 graduate scholarships for students from Asia to study in South Korea at leading institutions.

9. Scholarships to study in Sydney, Australia
Also retaining its position in this year’s Best Student Cities ranking, Sydney is ranked second for both the desirability and student mix indicators, demonstrating that its diverse mix of students are certainly enjoying the city’s laid-back lifestyle. See what scholarships are on offer below.
General Australian scholarships:
- Australia Awards Scholarships and Fellowships – Australian government scholarships and fellowships for students from selected countries at any degree level (bachelor’s, master’s, PhD) to study in Australia.
- Destination Australia Scholarships for International Students – Over 1,000 scholarships of up to AU$15,000 per student per year are available to both domestic and international students to study at all study levels at universities in regional Australia.

8. Scholarships to study in Zurich, Switzerland
Ranked eighth in the Best Student Cities index is Zurich, Switzerland’s largest city, which hosts some of the highest-ranked universities in Switzerland, including ETH Zurich (The Swiss Federal Institute of Technology), the sixth best university in the world.
Unfortunately, studying in Zurich doesn’t come cheap, but here are some scholarships that can help:

- Swiss Government Excellence Scholarships for Foreign Scholars and Artists – Merit-based scholarship opportunities for international students undertaking postgraduate-level study in Switzerland at selected institutions.

- ETH Zurich Excellence Masters Scholarship Program – Merit-based scholarships are available to students who wish to pursue their master’s degree at ETH Zurich.

7. Scholarships to study in Paris, France
Down two places to rank seventh in this year’s Best Student Cities, Paris is an iconic city packed with internationally ranked universities. See below for current scholarship opportunities to study in Paris.

- Erasmus+ – A Europe-wide program led by the European Commission offering funding to international students looking to study in Europe.

5. Scholarships to study in Berlin, Germany
Up two places in this year’s Best Student Cities index, Germany’s capital is one of the trendiest in Europe, as well as one of the most affordable, with free tuition at bachelor’s and PhD levels. General German scholarships:
- DAAD Scholarships – The German Academic Exchange Service (DAAD) offers many scholarships for international students to study in Germany at various degree levels.
- Erasmus+ – The largest provider of scholarships for study in the EU, Erasmus+ is led by the European Commission, funding international students to study in Europe. It provides grants towards living costs when participating in an exchange program to study in Europe.

- Einstein International Postdoctoral Fellowship – Fellowship sponsored by the Einstein Foundation for postdoctoral research at a university in Berlin.
- GeT MA Scholarships for International Students – Scholarships for non-German students to study at Humboldt-Universität zu Berlin on the German-Turkish master’s program in social sciences.
4. Scholarships to study in Munich, Germany
Up two places to rank fourth in this year’s Best Student Cities, Munich is ranked first according to the student view indicator and is known for its vibrant Bavarian culture and beer. Like Berlin, it receives a high score for affordability, but higher accommodation costs mean you may wish to look for financial aid.

- The Deutschland Stipendium – Merit-based scholarships of €300 a month to support highly talented students in Germany. Your personal income or nationality are not considered in your application.
- Heinrich Böll Scholarships for International Students – Scholarships for international students at all levels, from both inside and outside Germany.

- Technische Universität München – A range of funding opportunities to study at the university, including scholarships for international students.
- Ludwig-Maximilians-Universität München – Scholarships and grants for international students to study at the university.

Continuing to claim second place in the Best Student Cities, Tokyo boasts 12 internationally ranked institutions and offers students the chance to explore one of the most iconic and exciting metropolises in the world.

1. Scholarships to study in London, UK
The UK’s cultural and economic hub, London has been crowned the best student city in the world for the second time in a row this year, and is home to 18 ranked institutions within the QS World University Rankings® 2020. For more scholarships to study in the UK, click here.

- British Chevening Scholarships – Graduate scholarships to study in London and the rest of the UK, funded by the UK Foreign and Commonwealth Office. Open to full- or part-time international students in any subject.
- Commonwealth Scholarships for Developing Commonwealth Countries – Master’s and PhD scholarships for students from developing commonwealth countries, funded by the UK Department for International Development (DFID).
- Commonwealth Shared Scholarship Scheme at UK Universities – Scholarships for graduate students undertaking taught master’s programs in the UK.
- Euraxess UK – Run by the British Council, Euraxess UK offers various scholarships for graduate students looking to study in the UK.

- QMUL International Science and Engineering Excellence Awards – UK scholarships for international students to study engineering at Queen Mary University of London (QMUL) in the UK.
- University of West London International Ambassador Scholarships – Scholarships to study abroad at the University of West London for students of all levels. Students must also act as ambassadors for their home country.
- University of Westminster Scholarships – Various need-based and merit-based scholarships for students enrolled at all study levels at the University of Westminster in London.

Russian Government Increases Number of Places for International Students
The Russian government has announced plans to increase the quota of places available for international students by 30%.
The increase means Russian universities will be able to accept 50,000 more foreign students than they have in previous years, increasing the number of international students in Russia to approximately 200,000.
Russia has become an increasingly popular destination for international students, particularly those from Southeast Asia and Latin America. As a result, many courses at Russian universities have now developed programs taught in English as well as Russian. According to the Ministry of Education and Science, the most popular subjects for foreign students at Russian universities are medicine and biotechnology.
As well as increasing the number of places available, the government also plans to relax visa restrictions and make up to 20,000 of the places for foreign students state-funded. Students will be selected for state funding by the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation, known as Rossotrudnichestvo.
Russia's deputy minister of education and science, Lyudmila Ogorodova, said: "We have approved a proposal to increase the quota for foreign students this year. Those investments which have been made by the state in university infrastructure, and in particular domestic science and education, in recent years have made it possible to develop programmes in English and to prepare English-speaking teachers."
Applicants considering studying in Russia will have a diverse range of cities and universities to choose from. Four Russian cities recently featured in the QS Best Student Cities 2017 ranking: Moscow (=39th), St Petersburg (=78th), Tomsk (91st) and Novosibirsk (93rd). Of the four, St Petersburg and Tomsk scored the highest for affordability as they are able to offer a lower cost of living than capital city Moscow.

How Cheap is it to Study in the World’s 10 Best Student Cities?
The QS Best Student Cities 2017 results are out now, and Canada’s cultural capital Montréal is leading the way, demoting last year’s winner Paris to second place. But how much does it cost to study in Montréal and the rest of the top 10 best student cities?
Read on to find out which of our best student cities you can afford to live in, based on average living costs, tuition fees and each city’s Affordability ranking.
1. Montréal
- Affordability rank: 39th
- Average annual living expenses: CA$14,700 (~US$11,300) according to the Université de Montréal.
- Average international tuition fees (at QS-ranked universities): US$12,200 per year
Other things to mention:
- If you come from a warmer climate, you’ll also need to take into account the money you’ll spend on warm winter clothing - Montréal gets pretty cold!
- Don’t forget to factor in extra costs. Health insurance, for example, will cost around CA$600 (~US$450) a year.

2. Paris
- Affordability rank: 38th
- Average annual living expenses: €12,000 (~US$12,800), according to Université Paris-Sorbonne.
- Average international tuition fees (at QS-ranked universities): US$2,900 per year
Other things to mention:
- Tuition fees are the same in Paris for domestic and international students.
- The highly selective grandes écoles and grands établissements (great schools and establishments) set their own fees, which are considerably higher than other institutions.

3. London
- Affordability rank: 105th
- Average annual living expenses: at least £15,180 (~US$18,960)
- Average international tuition fees (at QS-ranked universities): US$21,400 per year
Other things to mention:
- Tuition fees vary depending on whether you’re classed as a home, EU or international student. (Find out more here).
- There’s so far been no increase in tuition fees for EU students following the Brexit vote, and EU students also remain entitled to the same loans and grants. However, this situation may change in the future.

4. Seoul
- Affordability rank: 74th
- Average annual living expenses: US$13,500, according to Seoul National University (SNU)
- Average international tuition fees (at QS-ranked universities): US$6,300
Other things to mention:
- There are two semesters in each academic year in South Korea, and undergraduate programs are typically four years long.

5. Melbourne
- Affordability rank: 104th

- Average international tuition fees (at QS-ranked universities): US$23,300
Other things to mention:
- Your student visa allows you to work up to 40 hours a fortnight during term time, but you shouldn’t rely on part-time work to fund living costs.
- There are a range of scholarships available, including the merit-based Endeavour Scholarships and Fellowships, which are funded by the Australian government.

6. Berlin

- Average annual living expenses: €9,600 (~US$10,240), according to the Hertie School of Governance.
- Average international tuition fees (at QS-ranked universities): US$0 (undergraduate)

- Tuition is free at undergraduate and PhD level, but you may need to pay fees for master’s programs.
- A variety of scholarships are available, including grants on the Erasmus + program.

7. Tokyo

- Average international tuition fees (at QS-ranked universities): US$6,600
Other things to mention:
- Tokyo receives a high score for Desirability and is one of the 10 safest student cities in the index.

8. Boston
- Affordability rank: 114th
- Average living expenses: US$20,750 per nine-month academic year, according to Boston University (equal to $27,666 per year).
- Average international tuition fees (at QS-ranked universities): $46,800
Other things to mention:
- Massachusetts Institute of Technology (MIT) and Harvard University, located near Boston, are both need-blind to international students. This means that your financial background is not considered when deciding to offer you a place and they pledge to meet your demonstrated financial need to enable you to attend.

9. Munich

- Average annual living expenses: €10,800, according to Speaking Denglish, a student blogger.
- Average international tuition fees (at QS-ranked universities): US$0 (Undergraduate)
Other things to mention:
- As with Berlin, tuition is free at all public universities at undergraduate/PhD level.
- Living costs are slightly more expensive than at Berlin, with private accommodation more expensive than student halls.
10. Vancouver
- Affordability rank: 51st
- Average living expenses: CA$10,050 (~US$7,700) for every two semesters (eight months) according to Vancouver’s Columbia College, which is equal to CA$15,075 (~US$11,525) per year.
- Average international tuition fees (at QS-ranked universities): US$18,000
Other things to mention:
- The University of British Columbia’s Graduate School has a Living Cost Calculator that allows you to get an estimate of your expenses based on your situation (e.g. whether you have children or plan to bring a partner).
- Vancouver is the most expensive city to rent in Canada.
